Beware of firms who want to send you clients

I have been contacted by several firms offering to send me leads for JO's and then they get 60% of the fee. They bill the client and take control of the back office. With so many facilities needing staff, I can't see the benefits of this. Has anyone else had this happen? Now if they told me they would send me 5 candidates for every job I had I might negotiate a 50/50 split. Where are these guys coming from???
