My sister-in-law is seeking work and has a medical background as a phlebotomist and has limited nursing experience.  She would like to get into staffing, especially working with nurses and getting them placed.

Does anyone know of a good agency that actually offers base pay or can supply leads to her?  She's has the day to herself and can work virtually.  Any leads or direct info is appreciated.  Thank you!
