It would be an efficient service-however-certain documents cannot be electronically transmitted and others require an accompanying signed and witnessed form (the company's own).

Does the fee cover unlimited employer/recruiter submissions? What are you thinking about charging? Usually someone will just submit a resume untl it's time to check credentials, so for someone applying for jobs, it'a an extra step to go through a third party. It's a good idea to store credentials, but I don't know about the submission part.
